Mr. De Carlo has over twenty (20) years of experience performing environmental services for a broad range of clients including the United States Environmental Protection Agency (USEPA), United States Army Corp of Engineers (USACE), the New York State Department of Environmental Conservation (NYSDEC), utilities, private corporations, municipalities, real estate developers, financial institutions, and insurance companies. He has extensive experience with the New Jersey Department of Environmental Protection (NJDEP) Technical Requirements of Site Remediation, NYSDEC Draft DER-10, United States Environmental Protection Agency Field Sampling Technical Protocols, and New York State Department of Health (NYSDOH) Soil Vapor Intrusion Guidance and has served as the environmental expert on several litigation cases in New York and New Jersey.
Mr. De Carlo’s experience includes projects to investigate potential contamination present at USEPA Superfund sites, former coal gasification facilities, historic oil refineries, Industrial Site Recovery Act (ISRA) Sites, NYSDEC and NJDEP Brownfield sites, inactive and active industrial facilities, former military bases, petroleum storage facilities, and commercial facilities. Mr. De Carlo has also performed over 300 Phase I Environmental Site Assessments. In addition, Mr. De Carlo has extensive experience in cost control reviews for remedial activities on behalf of his clients, including complex remediation’s that exceed $1,000,000 in cost.
Mr. De Carlo has experience in the design and implementation of remedial strategies for contaminated Sites including step drawdown, aquifer pumping, and pilot testing to provide data for the design of water treatment and vapor extraction systems. He has managed and/or provided oversight for remedial actions undertaken at a variety of sites including former coal gasification facilities, former oil and gasoline storage facilities, polychlorinated biphenyl (PCB), and per- and polyfluoroalkyl substance (PFAS) contaminated sites as well as ensuring that clients are in compliance with the applicable and local hazardous waste management regulations. Mr. De Carlo was responsible for interfacing with regulatory officials at regular intervals during remedial activities to ensure that work was being undertaken properly and to complete field actions efficiently. In addition, Mr. De Carlo has been accepted as an expert in environmental matters by the court, has assisted in numerous mitigations, and has provided expert witness services for multiple litigated environmental matters.
