VERTEX conducted a Pre-Renovation Inspection of the Cambridge Housing Authority (CHA)-Newtowne Court Buildings A-H in preparation of the Rental Assistance Demonstration (RAD) Modernization project, a HUD demonstration program that combines public housing operating and capital subsidy in payments under a RAD Section 8 Project-Based Housing Assistance Payment (HAP) contract. The Pre-Renovation Inspection included an asbestos-containing materials (ACMs) survey of the interior and exterior of the site buildings. In addition, VERTEX conducted a radon survey within Buildings A-H. VERTEX prepared a detailed Pre-Renovation Survey report which included the identification of the locations, quantities, and conditions of the ACMs.
VERTEX provided Asbestos Abatement and Radon Mitigation Design Services as well as Asbestos Project Monitoring services. Asbestos Project Monitoring services were conducted in accordance with NESHAPS (40 CFR 61); the Massachusetts Department of Labor and Workforce Development “The Removal, Containment or Encapsulation of Asbestos,” (453 CMR 6.00); the Massachusetts Department of Environmental Protection “Air Pollution Control Regulations,” (310 CMR 7.00); the Occupational Safety and Health Administration (OSHA) General Industry and Construction Standards (29 CFR 1910.1001 and 1926.1101), as well as local department of health and fire requirements.
The scope of on-site project monitoring activities included: (1) containment inspection prior to removal, (2) perimeter air monitoring for the removal phase outside the work area, (3) post removal visual inspection to ensure proper clean-up, and (4) post removal clearance air monitoring to establish level of cleanliness achieved.
