Our client, the developer, purchased the 39-acre former Nabisco site, which has over 1-million square feet of improvements, for nearly $147 million. The developer specializes in industrial design and previously developed distribution centers, manufacturing sites, and food storage for large industrial corporations. At the present time, the site is undergoing asbestos abatement and demolition at the same time. The developer plans to build a new industrial warehouse space at the property. Fair Lawn officials are very supportive of the plans.
VERTEX’s scope of work consisted of providing full-time on-site asbestos project monitoring services and are being performed in accordance with the New Jersey Department of Labor (DOL) current regulations; the New Jersey Department of Environmental Protection “Air Pollution Control Regulations,” and the Environmental Protection Agency’s (EPA) National Emissions Standard for Hazardous Air Pollutants (NESHAPS) (40 CFR Part 61); as well as local department of health and fire requirements. VERTEX provided a Project Monitor for onsite inspections of the asbestos abatement, which included containment inspection prior to removal, air monitoring for the removal phases outside the abatement work area, post removal visual inspection to ensure proper clean-up, and clearance air testing.
In addition to asbestos abatement oversight, VERTEX’s Asbestos Project Monitor set up dust and noise instruments that provide instantaneous readings that are suggested in guidelines by the National Institute for Occupational Safety and Health (NIOSH) and the Occupational Safety and Health Administration (OSHA).
After the asbestos air samples are analyzed by the laboratory, and dust and noise readings are recorded, VERTEX will prepare written reports describing the monitoring methods, results, conclusions, and recommendations. The results will be compared to State of New Jersey asbestos regulations and OSHA standards.
