SERVICES

Distressed Project & Construction Turnaround Services

Independent assessment, cost-to-complete, and hands-on completion management for owners, lenders, investors, sureties, and developers when a project stops matching its plan.

Distressed Project Services: Construction Project Turnaround Solutions for Property, Real Estate, and Construction

Construction projects rarely fail overnight. The failure often compounds slowly. Billings run ahead of installed work, the schedule stops matching field production, and the cost to complete quietly outgrows the money left in the budget. VERTEX's distressed project team gets to the site, establishes what has actually been built, what it will really cost to finish, and which options are still open. We have worked distressed and technically challenging projects for sureties for more than 30 years, and we do the same work today for developers, lenders, institutional investors, private equity firms, life insurance companies, and HOAs. Our construction managers, estimators, schedulers, forensic experts, engineers, and environmental scientists work under one contract, so you get one accountable team from first site walk through completion and turnover.

Project Assessment and Rehabilitation Review

Recovery starts with facts, not forecasts. Our team walks the work in place with the owner, contractor, and/or design team, then reconciles what has been billed against what has actually been installed. We review the drawings, contracts, permits, change orders, lien waivers, pay applications, geotechnical and environmental reports, and inspection history, and we tell you plainly where the project stands and what is blocking it.

  • On-site condition and progress observation with all project stakeholders
  • Reconciliation of pay applications and billings against installed work, including front-end loading
  • Review of contracts, permits, change orders, lien waivers, and RFI and submittal status
  • Written status opinion with immediate blockers ranked by cost and schedule impact

Cost-to-Complete and Estimate-to-Complete

Cost-to-complete is the health metric on a distressed job. We build the remaining scope from current field conditions rather than escalating the original budget, price it, and test it against the funding and draw schedule still available. Owners, lenders, and sureties use that number to decide whether to fund, restructure, or stop.

  • Independent cost-to-complete and estimate-to-complete analysis
  • Burn-rate and cash-flow curve analysis tested against actual production
  • Loan draw and requisition review, including soft costs and contingency consumption
  • Comparative cost analysis, capital expenditure forecasting, and buyout gap analysis

Project Controls, Schedule Forensics, and Reporting

When the reported schedule stops matching field production, the schedule needs an audit, not another update. We re-baseline against production rates the trades can actually hit, test the critical path, and track whether the recovery plan is genuinely recovering or simply re-sequencing on paper. We also stand up the reporting the project should have had from the start.

  • Peer schedule audit, CPM re-baselining, and recovery schedule review
  • Critical path and float erosion analysis, time impact analysis, and delay analysis
  • Master planning, RFP and bid schedules, and contractor scheduling specifications
  • Cost trend analysis, risk registers, and contingency management
  • Independent monthly reporting for owners, lenders, investors, and sureties

Owner’s Representation and Construction Management

On a distressed project, owner’s representation is a field job. We embed alongside the general contractor, supplement superintendent-level supervision where it is thin, run the QA/QC and completion lists, and drive the RFI, submittal, and change order process day to day. Where the contract itself has failed, we manage re-procurement and negotiate the replacement trade agreements. Our engineers and architects stay on the job to resolve defective work rather than hand it off to another consultant.

  • On-site owner’s representation and construction project management
  • Superintendent-level field supervision and trade contractor coordination
  • QA/QC inspections, completion lists, and closeout matrices
  • Project controls administration: RFIs, submittals, change orders, and pay application review
  • Procurement, re-bid, and negotiation support for replacement contractors
  • Multi-site and portfolio program management, including program manual QA/QC and owner staff training

Completion Contractor and Closeout Solutions

When the original contractor cannot finish, the work stops but the exposure does not. We build and manage the completion approach, whether that is a takeover under a surety, a replacement contractor, or self-performed trade packages, and we carry it through inspections, certificates of occupancy, and turnover.

  • Takeover and completion planning for surety, lender, and owner-directed completions
  • Scope reconciliation and re-procurement of the remaining trade packages
  • Defective work identification, corrective scope development, and remediation oversight
  • Punchlist generation and verification, closeout documentation, warranties, O&M manuals, and turnover
  • Inspection, sign-off, and certificate of occupancy coordination with the authority having jurisdiction

Building Envelope, Water Intrusion, and Construction Defect Investigation

Envelope failures are the most common reason a nearly finished building cannot be turned over. Our forensic teams test rather than speculate, using spray-rack and pressurized-chamber window testing, moisture metering, and infrared thermography to isolate the actual source of infiltration before anyone opens up finished work.

  • Water intrusion investigation and building envelope performance testing
  • Moisture surveys, infrared thermography, and confirmatory sampling
  • Mold and water damage consulting supported by in-house industrial hygiene
  • Repair scope development and oversight of remediation contractors

Environmental, Hazardous Materials, and Compliance

Environmental conditions can strand an otherwise finished asset. We handle the diligence and the cleanup path in one place, so an environmental finding becomes a priced, permitted, and scheduled scope instead of an open-ended delay.

  • Phase I and Phase II Environmental Site Assessments
  • Hazardous materials surveys, abatement design, and monitoring
  • Remediation planning, permitting, and regulatory compliance support
  • Contamination risk evaluation and mitigation strategy
  • Energy consulting, commissioning support, and sustainability compliance

Fire Protection, Life Safety, and Code Compliance

Life-safety items are the fastest route from a punchlist to a stop-work order or a liquidated damages clock. We review the design, the installed condition, and the inspection path against the applicable codes, then work the corrective scope with the building department rather than around it.

  • Fire protection and life safety system review, from design through inspection and acceptance
  • Code compliance, violation resolution, and sign-off tracking with the authority having jurisdiction
  • Property condition assessments and facility condition assessments
  • Accessibility, egress, and occupancy readiness review

Claims, Disputes, Litigation Support, and Funds Control

Preserve the record while the work continues. On a distressed project the decision to keep building and the decision to protect your claim position have to be made at the same time, usually within days of each other. Our claims consultants document impacts contemporaneously, quantify entitlement, and, when it comes to it, testify.

  • Construction, design, architectural, and environmental claims evaluation and preparation
  • Delay, disruption, productivity, and quantum analysis
  • Contemporaneous documentation of impacts while the work proceeds
  • Dispute resolution support, mediation and arbitration assistance, and expert witness testimony
  • Forensic root-cause analysis of construction and design failures
  • Funds control: disbursement review, lien waiver verification, and payment certification tied to verified progress

Client Benefits

  • Comprehensive forensic investigations tailored to client needs.
  • Timely and accurate reporting for legal and insurance purposes.
  • Access to a multidisciplinary team of experts.

Why Choose Vertex for Distressed Projects?

Construction managers, estimators, schedulers, engineers, architects, environmental scientists, and industrial hygienists under a single contract, so findings do not stall in the handoff between consultants.

Our people have run takeovers, completions, and turnovers. We do not recommend a recovery plan we are not prepared to implement ourselves.

We prioritize clear communication, transparency, and collaboration to meet your project goals.

Cost-to-complete, schedule, and progress opinions built from field observation and documentation, in a form lenders, investors, and sureties can act on.

Senior-level assessment teams mobilize quickly, because on a distressed project every week of ambiguity gets priced into the cost to complete.

Serving clients across the globe, we understand regional regulations and industry standards.

"The Vertex team are among the first people we call when a construction project gets complicated. Their judgment, responsiveness, and willingness to dig into the details have made them a trusted resource for us in monitoring projects, evaluating costs, and navigating challenging situations. "

Frequently Asked Questions

A project where cost, schedule, quality, or contractor performance has deteriorated to the point that the current plan can no longer be relied on. It does not require a work stoppage. Distress usually begins when the reporting stops matching what is happening in the field.

As soon as billings, schedule updates, and observed progress start telling significantly different stories. The earlier the assessment, the more recovery options remain open and the less each one costs.

A cost-to-complete analysis prices the remaining scope from current field conditions and status instead of escalating the original estimate. A project can be well over its original budget and still finishable. Another can look manageable in budget reporting while the work that remains costs more than the funding left to pay for it.

Yes. We manage completion for sureties, lenders, and owners, including scope reconciliation, re-procurement of the remaining trades, corrective work oversight, punchlist and closeout, and certificate of occupancy coordination.

All three, and also developers, institutional investors, private equity firms, life insurance companies, and HOAs.

Senior-level assessment teams can typically mobilize within days of engagement.
