Andrew has over 38 years of professional experience in CPM scheduling, Construction Claims, litigation support, Surety evaluations, project management oversight and Civil/structural design. Project types include: high-rise commercial and residential buildings, hospitals/health care facilities, sports venues, retail/entertainment, transportation, schools, hotels, prisons, water/waste water treatment plants, nuclear and coal power plants, resource recovery facilities, airports and high-density low-rise residential developments.
Andrew is an expert in CPM scheduling, including its application in delay claims. He has provided schedule consulting services to most of the major Owners, Real Estate developers, Construction Managers and GC’s throughout the NYC metropolitan area. Andrew is a qualified trial expert and has provided expert testimony on schedule impact analysis and damages including delays, disruption, differing site conditions, extra work, termination and productivity at negotiations, mediations, and in the United States District Court and State of New York Court of Claims.
Mr. Borglum has been a guest lecturer at Columbia University’s graduate school, and written and presented several papers on such topics as: CPM in Litigation, Documenting Impact Claims, and Documentation and Claims Avoidance.
